Oti obtained a PhD from the Federal University of Technology, Owerri, in 2002 and is presently a Professor of Soil Science and Environmental Conservation in the Faculty of Agriculture and Agricultural Technology of the same university.

She has been the Dean of the Post-graduate School of the same institution since 2016.   She is currently the Vice Chancellor at the Federal University of Technology, Owerri.

Prof. Oti is a Fellow of the Soil Science Society of Nigeria. Her current research is on soil and fertility management.
